Pro-Life Demonstrators Expected Next Tuesday On Tuesday, July 25, a right-to-life group, Defend Life, will be exercising their 1st Amendment rights by displaying large, graphic signs on the sidewalk along northbound Connecticut Avenue from 4:00pm-6:00pm. Village officers will be on the scene keeping the peace and ensuring traffic and pedestrian safety.
The images on the signs can be upsetting to some, and young children may not understand them. Also, traffic tends to back up on northbound Connecticut Avenue during the hours of the demonstration. If you typically use northbound Connecticut Avenue in your travels, you may want to consider an alternative route next Tuesday between 4:00pm and 6:00pm.

The new owners of the property, Corso DC, LLC plan to construct and operate an approximately 700,000 square foot senior living community, to include a residential care facility with up to 287 independent living units, 190 assisted living beds and 30 memory care beds, along with up to 5,000 square feet of commercial/retail use. Friendship Heights Urban Design Study Presented to the Planning Board Sign-up to receive updates and participate in the study process
As we reported last month, the Montgomery County Planning Department has announced that they are commencing a Friendship Heights Urban Design Study. A copy of the Planning’s Staff’s slides presented during the Village Board’s meeting on June 12 can be viewed on the Village website by clicking this link. The Friendship Heights Urban Design Study is intended to analyze how people experience the existing open spaces and pedestrian and transit networks, activity centers and public life in Friendship Heights today. The study will include the entire Friendship Heights Sector Plan area as established in 1998, which includes the Saks Fifth Avenue property, which is located within Chevy Chase Village. The Planning Staff confirms that this study will not recommend any zoning changes, and the study is not intended to circumvent the normal Sector Plan rewrite process, which is a multi-year engagement process that can dictate areas for rezoning. This study will, however, inform a future rewrite of the Friendship Heights Sector Plan area and will highlight the urban design strengths and needs of the cross-jurisdictional transit-oriented community. The Planning Staff presented the proposed design study’s scope of work to the county’s Planning Board during its meeting on July 13, 2023. Public engagement will begin in fall 2023 and will be facilitated by a professional engagement consultant that was also used by the District of Columbia for its study of the portion of Friendship Heights located south of Western Avenue. Between fall and winter 2023, the Planning Department will conduct an urban design analysis, followed by a presentation of the study’s findings first to the Planning Board, followed by the Montgomery County Council in winter 2023/early 2024. Subject to further modification by the Planning Board and County Council, the final report should be available in late early 2024. RainScapes Rewards Rebate Program Application Portal Reopens August 1st RainScapes is a landscape or design technique that helps reduce stormwater runoff from individual properties. Be ready to go with your RainScapes project; the RainScapes Rebate Program portal will reopen on Tuesday, August 1.
County residents can complete the online application found here starting on August 1. It is quick and easy and will get you on the path to a new RainScapes project. The portal will be open until the program reaches the limit of applications it can support. Expanded List of Electronics Eligible for Recycling The Montgomery County Department of Environmental Protection (DEP) has expanded its electronics recycling program, a key initiative to promote sustainability and environmental responsibility. The county is now accepting more electronics and is accepting audio and video tapes for recycling. The list of additional recyclable electronics includes: - Audio tapes
- Cameras
- Clocks
- Drones
- Empty printer ink and toner cartridges
- Remote controls
- Small handheld electric tools
- Small handheld vacuum cleaners
- Surveillance cameras
- VHS/cassette tapes
The county is working with organizations and recycling facilities that refurbish electronics for reuse or disassemble them to sell the metal and plastic components. The county requires its contractor and nonprofit partners to erase data from equipment that will be reused and to destroy remaining memory devices. To protect against unauthorized use of personal information, it is recommended to erase personal data before dropping off computers and other electronics.
Montgomery County residents can take their electronic recyclables to the Shady Grove Processing Facility and Transfer Station at 16101 Frederick Road in Derwood. The electronics drop-off is open daily and is in the Recycling Area of the Transfer Station site. Residents are responsible for the off-loading of material from their vehicles. Looking for Ways to Stop Unwanted Junk Mail? The Village’s Environment and Energy Committee is always on the lookout for ways to reduce waste and be more a more environmentally friendly community. By reducing the amount of mail our postal delivery team transports, and consequently the amount of waste paper in your recycling bins, you CAN make a difference.
Some “not so fun” facts* about junk mail: - In 2022, the USPS hauled over 67 billion pieces of junk mail across 1.2 billion miles
- The average adult in the US receives as much as 41 pounds of junk mail per year
- China’s 2018 embargo on ALL imported waste has left ‘recyclable’ materials going unprocessed or piling up in US landfills
- The US uses over 200 million tons of wood annually to create paper products

National Suicide Prevention and Veterans’ Crisis Hotline: 988Last year, a new emergency number -- 988 – was launched across the country for anyone experiencing a mental health crisis or considering suicide. Calling that number connects the caller to professionals who can help avert a crisis. In 2020, the FCC ordered all telecom providers to make every land line, cell phone, and every voice-over internet device in the United States capable of using the number 988 by July 16, 2022. The National Suicide Hotline Designation Act of 2020 established by law the number ‘988’ as the new nationwide suicide prevention lifeline and veterans’ crisis line phone number. Chevy Chase Village Announces Selection of New Police ChiefThe Board of Managers of Chevy Chase Village announces the appointment of John Nesky, 58, as its new Police Chief, effective October 1, 2023. Chief Nesky, has over 30 years of law enforcement experience, including currently serving as Chief of Police for the Bowie Police Department located in Prince George’s County, Maryland. Village Resident Offering Battery-Power Mower Repair Assistance Ollie Davidson (Oliver Street), a member of the Village’s Environment & Energy Committee, has offered to help neighbors who have a battery-powered mower that may not be in good working condition. As the Village moves toward becoming a quieter neighborhood with the now in effect ban on the use of gas-powered blowers, Ollie is offering to look at any non-working battery mower to identify if it can be (easily) rehabilitated. If so, he can return it to the resident or offer the rehabbed machine to a small lawn service operator.

STOP! Do You Have a Permit?? Spring is a great time to refresh and enhance your yard, and the past two years have highlighted the importance of outdoor spaces as an extension of our homes for entertaining and enjoyment. But before you begin that spring project, ensure you have obtained the necessary permits from the Village (and, when applicable, Montgomery County and the Historic Preservation Commission).
When is a Building Permit required? For the installation, replacement or expansion of the following: - Air conditioners, generators and geothermal systems
- Garages, accessory buildings and sheds (of any size)
- Decks, patios and terraces
- Outdoor kitchens and fireplaces
- Fences, gates and walls
- Driveways and walkways
- Lampposts, handrails and freestanding electric vehicle charging stations
- Permanently anchored play equipment
- Swimming pools and outdoor therapeutic baths
- Landscape feature items such as fountains, trellises, and arbors
- Regrading and any work that alters the existing flow of water on a property

Help Village Staff Keep the Community Safe & Beautiful: Report Areas for Repair and Maintenance Village staff prides itself on being responsive and working hard to ensure that the Village remains a safe, beautiful and welcoming community—but we cannot do it alone. While we are constantly on the lookout for areas that need to be addressed, we need the support of residents serving as our eyes and ears throughout the community: Sidewalk Repairs The Village maintains brick paver sidewalks throughout the community. The brick pavers are not mortared and are set on a bluestone base to allow the sidewalks to gradually move as adjacent tree roots grow. Compared to the former concrete sidewalks, the dry-laid brick pavers are much easier for Public Works staff to repair by removing and resetting sections that have shifted. This is ongoing maintenance that our crews perform throughout the year as trip hazards are identified by staff or are brought to our attention by residents. Tree Maintenance There are well over 2,500 “public” trees located within Village parks, greenspaces and public right-of-way. The Village’s consulting Arborist and our Director of Public Works perform routine assessments for tree maintenance needs including areas for pruning, removals or treatments to improve a tree’s health. These assessments supplement our ongoing response to observations made by staff and residents. How to Report an Issue or Concern Residents can use the Village’s online form system to report any number of issues or concerns, by visiting the Village website and selecting How Do I...Report A Concern. From this page, residents can report sidewalk trip hazards and streetlight outages, and request public tree maintenance and recycling toters. As always, residents may also call the Village’s 24-hour Communications Center or email requests/concerns to the Village’s main email address at ccv@montgomerycountymd.gov (emails are then routed to the appropriate department). Join The Compost Crew! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 100 Village households are recycling their food-waste with Compost Crew. Composting helps to keep tons of waste out of local landfills.

NOTE: Those who participate are reminded that compost (as well as trash and recycling) bins are prohibited from being placed at the curbside for collection per the Village Code. Friendship Heights Farmers Market Open Year-Round; Within Walking Distance to the Village Twin Springs Fruit Farm holds a fruit market in Friendship Heights year-round on Saturdays from 9:00 a.m. to 1:00 p.m. at 4433 South Park Avenue (adjacent to the Friendship Heights Village Center). The market offers a variety of fruits, berries, and vegetables based on their seasonal peak availability.
Access to COVID-19 Test Kits and N-95 Masks; Vaccine Access & Information In partnership with Montgomery County, the Village continues to provide COVID-19 rapid (antigen) test kits and N-95 masks at no charge. Test kits are available at the Village Hall with a limit of two (2) boxes per person, per visit while supplies last.
Residents can also obtain free rapid test kits at county libraries during regular operating hours, while supplies last. The nearest is the Chevy Chase Library, located at 8005 Connecticut Avenue, or go online to view the complete list of county library locations. For those who may prefer to receive them by mail, test kits are available to be delivered to your home by USPS through the federal distribution program by visiting https://www.covid.gov/tests or calling 1-800-232-0233 (limit one shipment per household). Before you throw out "expired" test kits, please check the FDA website for your brand/lot number, as many test kits' expiration dates have been extended by the FDA. The CDC recommends everyone stay up to date with COVID-19 vaccines and bivalent boosters for their age group: - Children and teens aged 6 months–17 years
- Adults aged 18 years and older
- People who are moderately or severely immunocompromised have different recommendations for COVID-19 vaccines.
