Gubernatorial General Election Day and Early VotingElection Day for the General Gubernatorial election is Tuesday, November 8. The Village Hall will be a polling site. Early in-person voting began Thursday, October 27, and runs through November 3. Early voting centers are open every day from 7 a.m. to 8 p.m. There are 14 early voting centers in the county, the closest of which to the Village is at the Jane E. Lawton Center in the Town of Chevy Chase. Those who are eligible to vote, but have not yet registered can both register and vote during the early-voting period. Visit an early voting center and bring proof of residency (MVA-issued license or ID card, change-of-address card, paycheck, bank statement, utility bill, or government document with your name and current address on it). You also can vote early via mail-in ballot. If you don't already have one, you can request one online from the State Board of Elections, Or, you can download and complete a mail-in ballot request form and take it to your local elections board in person, by mail, or email. Note that requests for ballots sent by mail must be received by November 1. Drop boxes are now available throughout the county. For more information visit www.montgomerycountymd.gov/elections.

HAWK Signal Installation DelayedAs reported in the October issue of the Crier, the State Highway Administration’s contractor was slated in October to complete installation of the long-awaited HAWK* beacon to replace the flashing yellow beacons at the pedestrian crossing on Connecticut Avenue at the intersection with Lenox Street. Although the new signage and crosswalks have been installed, the contractor has reported a delay in receiving the parts needed for the signals. The project has been paused pending receipt of these parts, and the contractor will return to complete the work as soon as the parts arrive. The contractor estimates that installation of the signals will require approximately one week of work (weather dependent). *A HAWK (High-Intensity Activated CrossWalK) beacon is a traffic control device used to stop road traffic and allow pedestrians to cross safely at marked crosswalks. HAWK beacons are an alternative to traffic control signals and allow protected pedestrian crossings, stopping road traffic only as needed when activated by a pedestrian attempting to cross the roadway. Unlike the current high-impact flashing beacon, when activated, the HAWK signal will transition to red for drivers on Connecticut Avenue. The nearest HAWK beacon to the Village is located on Connecticut Avenue at Northampton Street, NW (two blocks south of Chevy Chase Circle in DC) and on East-West Highway in front of Bethesda-Chevy Chase High School.

Thrive Montgomery 2050 Adopted by the County CouncilThis week, the Montgomery County Council voted unanimously to adopt Thrive Montgomery 2050, which now becomes the new General Plan for the county. Thrive Montgomery 2050 sets forth the vision for the county’s future growth and encompasses broad, countywide policy recommendations for land use, zoning, housing, the economy, equity, transportation, parks and open space, the environment and historic resources. Safe Walking Habits—Walk on the Left Side of the Street!It’s the law—and you’ll be safer! We often see residents walking in the streets of the Village. In order to increase pedestrian safety, please familiarize yourself with the below ‘rules of the road’ for pedestrians: State law requires pedestrians to use the sidewalk where one is provided and otherwise available. Please use our sidewalks whenever you can. When a sidewalk is absent (or its use is impractical for any reason) and pedestrians must walk on the roadway, state law requires that pedestrians walk on the left side of the street—facing oncoming traffic. It is not only the law, but it is common sense for your safety. When pedestrians walk on the right side of the street, they are defenseless and are putting their safety entirely in the hands of the driver approaching from behind. Walking on the left—facing oncoming traffic—enables the pedestrian to see cars as they approach and to move out of the way to avoid injury if the driver is inattentive. The ‘walk-on-the-left’ rule is especially important considering the near silence of electric cars and for those who listen to electronic devices as they walk which reduce a walker’s ability to hear and perceive approaching cars. Finally, whenever you walk at dusk or in darkness (our days are growing shorter at this time of year), we urge you to wear reflective clothing or a personal safety light. These small flashing LED lights can be strapped to an arm or ankle, or clipped to a belt, backpack or jacket. Please make safety a priority whenever you take a walk!

Montgomery County Launches New Climate Change Website
Montgomery County has unveiled a new climate change website: https://www.montgomerycountymd.gov/climate/. Visitors can see the county’s climate progress, planning, partners, plans, reports, news, information, public resources and ways to everyone can get involved. Among the many interactive elements of the website is a calculator for individuals to estimate their carbon footprint. Students can engage with the website through the interactive youth climate education slides. Residents can learn how to adopt best practices for energy efficiency where they live and learn more about electric vehicles. In June 2021, Montgomery County released its Climate Action Plan (CAP), a strategic plan to reduce greenhouse gas (GHG) emissions 80 percent by 2027 and 100 percent by 2035. The plan details the effects of the changing climate on the county and includes strategies to reduce GHG emissions and climate-related risks to residents, businesses and the built and natural environment. The county recently released its first Climate Action Plan Annual Report, a work plan detailing the Fiscal Year 2022 (FY22) accomplishments and Fiscal Year 2023 (FY23) plans to combat climate change.

Fall Leaf Season Reminder: Gas-Powered Leaf Blowers are Banned in the VillageResidents clearing fallen leaves should remind their contractors of the Village's ban on the use of gas-powered leaf blowers. This will be the first leaf collection season since the ban went into effect, January 1, 2022. Residents and landscapers are reminded that ALL blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 dBA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance. COVID Vaccines, Testing, and MasksEveryone 12 and Older Eligible for Bivalent Booster Shot Single-dose bivalent boosters for COVID-19 are now widely available. Federal and state health officials recommend that everyone 12 and older get this updated shot from Pfizer for individuals age 12 years and older and from Moderna for individuals age 18 years and older. Find a vaccine provider at covidvax.maryland.gov or call 1-855-MDGOVAX (1-855-634-6829) to make an appointment.
The Village continues to provide rapid (antigen) test kits and N95 masks. Village residents may stop by the Village office to pick-up up masks and test kits. Read more about mask and test distribution at the Village Hall and other means of accessing COVID-19 tests.
The rapid COVID test kits distributed by the Village are manufactured by iHealth. In July, the FDA extended the expiration date printed on the iHealth boxes by an additional three months. To confirm the applicable expiration date for your test kit, visit https://ihealthlabs.com/pages/news.
Montgomery County offers free COVID-19 testing and urges those doing at-home tests to report their results.

Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 95 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.

Farmers Market in Friendship HeightsOpen Year-Round; Within Walking Distance to the Village Twin Springs Fruit Farm holds a fruit market in Friendship Heights year-round on Saturdays from 9:00 a.m. to 1:00 p.m. at 4433 South Park Avenue (adjacent to the Friendship Heights Village Center). The market offers a variety of fruits, berries, and vegetables based on their seasonal peak availability.

Section 3 Farmers Market Located at Taylor Street at Brookville Road with ample parking at La Ferme restaurant, the market features locally sourced organic products. The market is open on Saturdays from 9:00 a.m. to 1:00 p.m. (rain or shine). The Market has designated 9:00-9:30 a.m. for vulnerable customers, then 9:30 a.m.-1:00 p.m. for all!
Don’t forget to bring a $5 (or more!) donation to support Section 3’s “$5 for Food” donation drive benefiting the Capital Area Food Bank.
