Storm Preparedness: Remnants of Hurricane IanOur thoughts are with the residents of Puerto Rico, Cuba and the other islands and southern US states that have been impacted by Hurricane Ian. Maryland Governor Larry Hogan has announced statewide preparedness efforts as the remnants of Hurricane Ian move up the mid-Atlantic, leading to coastal flood and gale warnings in the region. “According to the National Weather Service, steady rain is possible starting later today through Monday, October 3, accompanied by strong wind gusts. Beginning this afternoon, a coastal flood watch is in effect for St. Mary’s County, and a gale watch is in effect for lower portions of the tidal Potomac and Chesapeake Bay.” Marylanders are encouraged to sign up for the free MdReady text alert program by texting ‘MdReady’ to 211MD1, and visit md511.org for travel updates. Montgomery County residents should register with Alert Montgomery to receive local weather and traffic updates. Visit the county’s Storm Preparedness page for useful tips to protect your home and family before, during and after a storm.

Move Over Awareness Month: Expanded Law to Protect Road Users Takes Effect October 1Maryland’s expanded Move Over Law (SB147) goes into effect tomorrow, October 1. The revised law requires drivers to move over or slow down when approaching any vehicle that is stopped or parked and displaying hazard warning lights, road flares, or other caution signs. The expanded law is in place to protect law enforcement, emergency responders, and any motorist who may encounter a roadside emergency and must stop near travel lanes. Maryland is the eighth state to expand its Move Over Law to include all disabled vehicles. Previously, the Move Over Law applied only when approaching law enforcement vehicles, tow trucks, and emergency response vehicles and equipment. Last year, 1,847 citations were issued for move-over violations in Maryland.
- Roadside Emergencies: The state’s Highway Safety Office has published a guide for what to do in the event of a roadside emergency.
Surveys by state transportation officials have shown that the overwhelming majority of drivers are unaware of the provisions of the Move Over Law and the importance of slowing down when approaching vehicles stopped on the highway.

Fall Leaf Season Reminder: Gas-Powered Leaf Blowers are Banned in the VillageResidents may be starting to schedule and coordinate their landscaper or yard maintenance contractor to clear leaves this upcoming fall. As you do, it is important to remind your contractors of the Village's ban on the use of gas-powered leaf blowers. This will be the first leaf collection season since the ban went into effect, January 1, 2022. Residents and landscapers are reminded that ALL blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance. Residents are responsible for discussing these restrictions with their yard maintenance crews. Click here for more information.
