Chevy Chase Village Annual Meeting

Monday, April 18 at 7:30 p.m. in the Village Hall
Reception beginning at 7:00 p.m.

The Annual Meeting is an excellent opportunity to get caught-up on issues affecting the Village. Residents who have moved into the Village during the past two years are especially encouraged to attend to see their Village government in action, and to meet Village Committee/Commission members, elected officials and staff.

Committee/Commission Chairs and representatives will provide reports of their Committee/Commission’s activities over the past year. Also at the Annual Meeting, the Board will adopt the operating budget for FY 2023 (July 1, 2022 through June 30, 2023) and will set the real estate and personal property tax rates for the same period. The confirmed candidates for the Board of Managers will be announced by the Election Supervisors.

All residents are invited to join the Board in recapping the past year’s events and accomplishments and to discuss the Village’s goals in the upcoming year. Those who are unable to attend in person may access a livestream of the meeting. Participants who join via audio or video conference will be muted until the Public Discussion Period.

Pepco Scheduled to Begin Line Clearance Work

Pepco’s tree contractor, Asplundh, will begin their next round of vegetation management to prune trees away from power lines the week of April 18 (weather permitting). The following blocks are included in this round of pruning:

Brookville Road (between Bradley La. and Oxford St.)
Quincy Street
Primrose Street (between Brookville Rd. and Western Ave.)
Oxford Street (between Broad Branch Rd. and Quincy Street)
Summerfield Road
Broad Branch Road
Newlands Street (between Brookville and Broad Branch Rds.)
East Melrose Street (east of Brookville Rd.)
Nevada Avenue
East Lenox Street (between Brookville Rd. and Nevada Ave.)
East Kirke Street (east of Brookville Rd.)

Pepco has indicated that they have mailed notices to all customers along the feeder lines where trees are scheduled for pruning and Village arborist Dr. Tolbert Feather has reviewed the proposed work.

Alert Your Landscapers:
Gas-Powered Leaf Blowers are
Banned in the Village

A ban on the use of gas-powered leaf blowers went into effect January 1, 2022.

Residents and landscapers are reminded that ALL blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance.

Residents are responsible for discussing these restrictions with your yard maintenance crews.

Reminder for Spring Lawn Maintenance

The use of Synthetic Pesticides & Herbicides Banned on Lawns

Spring is a good time to prepare your yard for the summer months. As you undertake lawn maintenance, remember that the use of synthetic herbicides and cosmetic pesticides, including the commonly used “weed and feed” products, is banned on lawns in the Village -and throughout the County. The law does not prohibit the use of chemicals for the control of biting insects, and disease vectors, such as mosquitos and ticks and does not prohibit the use of pesticides around trees or in landscape beds. Prohibition of the use of these chemicals protects our environment. Pollinators, birds, and wildlife will thank you!

If you use a professional for your lawn care they should know about these regulations, including the requirement that they hold a pesticide license if they apply any pesticides on your property.

Despite the ban on pesticides, there are various ways that you can maintain and promote the health of your lawn.

What can be used on lawns?
The use of lawn fertilizer not containing herbicides is allowed and selected organic pesticides and other minimum-risk pesticides used on lawns continues to be permitted. A list of these, along with tips on how to switch to organic lawn care, is also available on the County website.

Visit the County website to learn more about lawn care practices and regulations. The Village’s Environment & Energy Committee also has many useful resources on its committee page on the Village website.

How is the pesticides ban enforced?
Montgomery County has enforcement responsibility, and they respond on a by-complaint basis. There is a $50 per incident fine. To report a suspected violation, call 311.

COVID-19 Rapid Test Kits
and N95 Face Masks

Available at the Village Office, while supplies last. Please consider testing before and after traveling for Spring Break.

Montgomery County’s Departments of Health and Emergency Management have provided the Village with a supply of rapid (antigen) test kits and N95 masks for distribution to the community.

Village residents may stop by the Village office Monday-Friday, from 10:00 a.m. through 4:00 p.m. to pick-up up masks and test kits. Read more about the mask and test distribution at the Village Hall or other means of accessing COVID-19 tests.

County Council Schedules Public Hearings on the
FY2023 County Operating Budget

Hearings to be held on April 19, 20, and 21

On March 15, Montgomery County Executive Marc Elrich transmitted his recommendations for the County’s $6.3 billion Fiscal Year 2023 Recommended Operating Budget to the County Council.

The Council’s public hearings on the operating budget are scheduled for April 19 and April 20 at 1:30 p.m. and April 19, 20, and 21 at 7 p.m. Those interested in testifying at the public hearings in person or virtually can sign up on the Council's webpage starting on March 24 or by calling 240-777-7803. The Council also encourages residents to use #MoCoFY23 to communicate their views on the budget via social media.

Prerecorded audio or video or written testimony can also be submitted on the Council's webpage, by regular mail to: County Council, 100 Maryland Avenue, Rockville, MD 20850, or by calling the Council budget hotline at 240-777-7802.

Special Pickups Reminder

The Public Works Department provides special pickup service of bulk trash each Wednesday. This service is provided to collect those items that are not appropriate for normal trash or recycling such as toys, furniture, televisions and miscellaneous household items. To ensure personnel and equipment safety, the per item maximum weight is 100 pounds. To arrange for a special pickup, please submit an online form or contact the Village Communications Center no later than 2 p.m. on the Tuesday immediately preceding the special pickup collection day.

*Removal of construction or renovation material is the responsibility of the contractor.

Bicycling Safety Tips

By Maryland law, bicycles are vehicles, and bicyclists have the same rights and responsibilities as drivers of motor vehicles. Bicyclists fare best when they act like and are treated as drivers of vehicles. If you're a bicyclist, you should:

• Stop at all red lights and stop signs.

• Ride defensively – expect the unexpected.

• Ride with traffic, never against it. (In Montgomery County, bicyclists can ride in the travel lanes of any roadway where the posted maximum speed limit is less than 50 miles an hour, and in the shoulder of State roads – roads in Montgomery County that are numbered.)

• Use hand signals when turning or stopping.

• Yield right of way to pedestrians.

• Pass on the left when overtaking a vehicle.

• Use marked bike lanes or paths when available.

• Use lane markers to navigate in shared travel lanes.

• Never ride more than two cyclists side by side.

• Only ride on sidewalks where it is allowed by local ordinance. Bicyclists are permitted to use sidewalks in Montgomery County.

• Wear reflective clothing when riding at night and during inclement weather.

• Wear a helmet correctly.

Montgomery County requires all bicyclists under the age of 18 to wear a bicycle safety helmet when riding on public property. This includes roadways, trails and sidewalks.

The Police Department encourages residents to register their bicycles. There is no fee to register a bicycle with the Chevy Chase Village Police Department. Visit the bicycle registration page on the Village website for more information and to download the registration form.

Lending Library to Feature Environment-Related Materials.

The Environmental and Energy Committee is building a collection of resources that will soon be available at the lending library bookcase in the Village Hall including materials with information on environmentally related topics such as: environmentally friendly gardening, native plants and trees, pollinating gardens, bird books, solar and other sustainable sources of power, recycling, composting, etc.

Contributions to this resource that we hope will be useful to residents young and old are welcome. Please drop by the Village Hall to borrow or contribute materials to the collection.

An Aging-in-Place Village

Do you know that there’s an organization in your neighborhood that helps seniors remain in their own homes safely when they need help doing so? Chevy Chase At Home is a group of neighbors helping neighbors. Volunteers bring needed support to members with a smile.

CC@H offers a rich program of affinity groups, continuing education, socialization, and exercise – many via Zoom, which actually makes it easier for many to participate.

Join The Compost Crew Today!

The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 80 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.

FDA Authorizes Second Dose Booster of
Two COVID-19 Vaccines for Older and
Immunocompromised Individuals.

Second dose COVID-19 boosters are now approved for individuals over the age of 50 and immunocompromised people who have received their first booster at least 4 months ago.

COVID-19 vaccinations for individuals age 5 and up remain available across the state and county. Montgomery County offers free COVID-19 testing and urges those doing at-home tests to report their results.
