Public Comments Welcomed on the Draft FY 2023 Budget The Chevy Chase Village Board of Managers held a work session on March 2 to review the proposed operating and capital budgets for the fiscal year that will begin on July 1, 2022 and end on June 30, 2023, as prepared by the Village Manager and staff. The Board held its first public hearing on the draft budget during its virtual meeting on March 14. The Board will again invite comments on the draft budget and tax rate at a second public hearing during the Board’s regular meeting on Monday, April 11. The meeting will begin at 7:30 p.m. at the Village Hall.
Copies of the budget summary and details are available on the Village website, and hard copies can be obtained at the Village office. Residents may submit written comments (c/o the Village office by email to ccv@montgomerycountymd.gov or by mail or drop-off to the Village Hall at 5906 Connecticut Avenue). Budget details and a recording of the Budget Work Session can be accessed on the Village website.
A report from Board Treasurer Mr. Gary Crockett along with a summary of the proposed budget are included in the April issue of the Crier. The FY2023 budget and tax rates will be adopted during the Village’s Annual Meeting, to be held on Monday, April 18 at the Village Hall.

Chevy Chase Village Annual Meeting
Monday, April 18 at 7:30 p.m. in the Village Hall Reception beginning at 7:00 p.m. The Annual Meeting is an excellent opportunity to get caught-up on issues affecting the Village. Residents who have moved into the Village during the past two years are especially encouraged to attend to see their Village government in action, and to meet Village Committee/Commission members, elected officials and staff.
Committee/Commission Chairs and representatives will provide reports of their Committee/Commission’s activities over the past year. Also at the Annual Meeting, the Board will adopt the operating budget for FY 2023 (July 1, 2022 through June 30, 2023) and will set the real estate and personal property tax rates for the same period. The confirmed candidates for the Board of Managers will be announced by the Election Supervisors.
All residents are invited to join the Board in recapping the past year’s events and accomplishments and to discuss the Village’s goals in the upcoming year.

Maryland Department of Transportation Issues “Needs Analysis” Report for Connecticut Avenue-Report Includes What Could Be Significant Changes along the Corridor-The Maryland Department of Transportation’s State Highway Administration (SHA) recently completed an analysis of Connecticut Avenue—MD Route 185—from Chevy Chase Circle to University Boulevard. SHA has issued a “Needs Analysis” report including short- and long-term recommendations to “balance the needs” of drivers, bicyclists and pedestrians along the corridor. In the long-term, the report outlines significant changes to Connecticut Avenue, south of East-West Highway, including an operational evaluation to determine if elimination of a travel lane in either direction is suitable to provide space for buffered bike lanes, widening of the remaining two travel lanes in each direction, and dedicated left-turn lanes. Our District 18 General Assembly Delegation has scheduled a Community Meeting for Wednesday, April 13 from 6:00-7:30 p.m. regarding the section of the plan from Chevy Chase Circle to Jones Bridge Road (a second meeting will be held on April 14 for the section of Connecticut Avenue located north of Jones Bridge Road). This meeting will include a presentation from SHA representatives regarding the Needs Analysis and comments from our state elected officials. Most importantly, the meeting will include an opportunity for residents to ask questions, provide feedback, and learn how SHA intends to use and implement the report’s recommendations. A recording of the meeting will be posted to the Village website and circulated in subsequent weekly blast emails. Residents can submit questions even if they are unable to attend the meetings. Alert Your Landscapers: Gas-Powered Leaf Blowers are Banned in the VillageA ban on the use of gas-powered leaf blowers went into effect January 1, 2022. Residents and landscapers are reminded that ALL blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance. County Council Schedules Public Hearings on the FY2023 County Operating Budget-Hearings to be held on April 19, 20, and 21
On March 15, Montgomery County Executive Marc Elrich transmitted his recommendations for the County’s $6.3 billion Fiscal Year 2023 Recommended Operating Budget to the County Council.
The Council’s public hearings on the operating budget are scheduled for April 19 and April 20 at 1:30 p.m. and April 19, 20, and 21 at 7 p.m. Those interested in testifying at the public hearings in person or virtually can sign up on the Council's webpage starting on March 24 or by calling 240-777-7803. The Council also encourages residents to use #MoCoFY23 to communicate their views on the budget via social media.
Prerecorded audio or video or written testimony can also be submitted on the Council's webpage, by regular mail to: County Council, 100 Maryland Avenue, Rockville, MD 20850, or by calling the Council budget hotline at 240-777-7802.

COVID-19 Rapid Test Kits and N95 Face MasksAvailable at the Village Office, while supplies last. Consider testing before/after Spring Break travel.Montgomery County’s Departments of Health and Emergency Management have provided the Village with a supply of rapid (antigen) test kits and N95 masks for distribution to the community. Village residents may stop by the Village office Monday-Friday, from 10:00 a.m. through 4:00 p.m. to pick-up up masks and test kits. Lending Library to Feature Environment-Related materials. The Environmental and Energy Committee is building a collection of resources that will be available at the lending library bookcase in the Village Hall including materials with information on environmentally related topics such as: environmentally friendly gardening, native plants and trees, pollinating gardens, bird books, solar and other sustainable sources of power, recycling, composting etc.
Contributions to this resource that we hope will be useful to residents young and old are welcome. Please drop by the Village Hall to borrow or contribute materials to the collection.

Special Pickups Reminder: The Public Works Department provides special pickup service of bulk trash each Wednesday. This service is provided to collect those items that are not appropriate for normal trash or recycling such as toys, furniture, televisions and miscellaneous household items. To ensure personnel and equipment safety, the per item maximum weight is 100 pounds. To arrange for a special pickup, please submit an online form or contact the Village Communications Center no later than 2 p.m. on the Tuesday immediately preceding the special pickup collection day.
*Removal of construction or renovation material is the responsibility of the contractor.

Bicycling Safety TipsBy Maryland law, bicycles are vehicles, and bicyclists have the same rights and responsibilities as drivers of motor vehicles. Bicyclists fare best when they act like and are treated as drivers of vehicles. If you're a bicyclist, you should:
• Stop at all red lights and stop signs. • Ride defensively – expect the unexpected. • Ride with traffic, never against it. (In Montgomery County, bicyclists can ride in the travel lanes of any roadway where the posted maximum speed limit is less than 50 miles an hour, and in the shoulder of State roads – roads in Montgomery County that are numbered.) • Yield right of way to pedestrians. • Pass on the left when overtaking a vehicle. • Use marked bike lanes or paths when available. • Use lane markers to navigate in shared travel lanes. • Never ride more than two cyclists side by side. • Only ride on sidewalks where it is allowed by local ordinance. Bicyclists are permitted to use sidewalks in Montgomery County. • Wear reflective clothing when riding at night and during inclement weather.
Montgomery County requires all bicyclists under the age of 18 to wear a bicycle safety helmet when riding on public property. This includes roadways, trails and sidewalks. The Police Department encourages residents to register their bicycles. There is no fee to register a bicycle with the Chevy Chase Village Police Department. COVID-19 vaccinations for individuals age 5 and up remain available across the state and county. Montgomery County offers free COVID-19 testing and urges those doing at-home tests to report their results.

Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 80 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.
