Springtime Reminder: Use of Pesticides Banned on Lawns

Residents should advise their lawn care contractors that the County law banning the use of cosmetic pesticides on lawns applies in the Village


The County Pesticide Law, Chapter 33b, has been adopted and applies on all properties in the Village. The law, which was enacted by the County in 2015, restricts the use of certain pesticides on private lawns, playgrounds, mulched recreation areas, and childcare facilities. Most synthetic pesticides to treat pests in lawns are also not allowed. Organic or minimum-risk pesticides are allowed for use on these areas. Exceptions are made for the treatment of biting and stinging insects (including treatment for mosquitoes). Click here for more information, including how to report suspected violations.


Public Comments Welcomed on the Draft FY 2023 Budget


The Chevy Chase Village Board of Managers held a work session on March 2 to review the proposed operating and capital budgets for the fiscal year that will begin on July 1, 2022 and end on June 30, 2023, as prepared by the Village Manager and staff. The Board held its first public hearing on the draft budget during its virtual meeting on March 14.  The Board will again invite comments on the draft budget and tax rate at a second public hearing during the Board’s regular meeting on Monday, April 11.  The meeting will begin at 7:30 p.m. at the Village Hall.

Copies of the budget summary and details are available on the Village website, and hard copies can be obtained at the Village office. Residents may submit written comments (c/o the Village office by email to ccv@montgomerycountymd.gov or by mail or drop-off to the Village Hall at 5906 Connecticut Avenue).  Budget details and a recording of the Budget Work Session can be accessed by clicking on the below link:

A report from Board Treasurer Mr. Gary Crockett along with a summary of the proposed budget will be included in the April issue of the Crier.  The FY2023 budget and tax rates will be adopted during the Village’s Annual Meeting, to be held on Monday, April 18 at the Village Hall.

Gubernatorial Primary Postponed to July 19


On March 15, 2022, the Maryland Court of Appeals issued an order postponing the state’s 2022 Gubernatorial Primary Election to July 19.  Additionally, the deadline for candidates to register was delayed until 9:00 p.m. on April 15, 2022.  These delays are due to an ongoing legal challenge to the validity of the 2022 legislative districting plan enacted by the Maryland General Assembly.

Pepco Offering Additional Cash Incentive for Recycling Old (Working) Appliances


Are you replacing your old refrigerator or freezer? Pepco is offering customers $75 for a limited time for recycling their old working refrigerators and freezers. Customers must schedule their pick-up between March 1 and March 31 and have their appliance picked up by April 14 to qualify. Customers can also recycle a dehumidifier or room A/C at the same time to receive an additional $25. Pepco’s Appliance Recycling program typically offers customers $50 for recycling their old appliances. 

Pepco offers in-home no-contact pick-ups, in which contractors pick up the appliance while maintaining a safe distance of six feet from the homeowners, or outside no-contact pick-ups, in which contractors pick up an appliance from a designated garage or outbuilding.

Rapid COVID-19 Test Kit and N95 Face Masks

Montgomery County’s Departments of Health and Emergency Management have provided the Village with a supply of rapid (antigen) test kits and N95 masks for distribution to the community. 
 
Village residents may stop by the Village office Monday-Friday, from 10:00 a.m. through 4:00 p.m. to pick-up up masks and test kits. Click here to read about the mask and test distribution at the Village Hall or other means of accessing COVID-19 tests.

    Alert Your Landscapers:
    Gas-Powered Leaf Blowers are
    Banned in the Village


A ban on the use of gas-powered leaf blowers went into effect January 1, 2022.
 
Residents and landscapers are reminded that ALL blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance.  The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance.
 
Residents are responsible for discussing these restrictions with your yard maintenance crews.

Recently several E&E Committee members, along with Board and Village staff, went to the facility that processes the Village's recycling to learn more about how it's handled and what changes in recycling practices might be warranted in light of changing markets for recycling waste. Mosquito Management-What People Can Do at Home


It’s nearing that time of the year again when mosquitos are forcing you inside and you can’t enjoy your porch or deck. CDC states the mosquito borne diseases are spreading quickly around the United States. Many homeowners resort to spraying because it is a quick and obvious response. EPA and CDC do not recommend spraying due to the possible exposure to potentially dangerous pesticides and killing other beneficial insects, including bees, butterflies, caterpillars, etc.

An important part of mosquito control around your home is making sure that mosquitos don’t have a place to lay their eggs. It is important to monitor standing water sources.
  • Get rid of standing water in rain gutters, buckets, plastic covers, or other        containers where mosquitos can breed.
  • Empty and change water in bird baths, fountains and wading pools.
  • Drain temporary pools of water.
  • Keep swimming pool water treated and circulating.
Since mosquitos bite indoors, CDC recommends the use of structural barriers such as window and door screens. Cover all gaps in walls, doors, and cover all baby carriers with netting. Wear protective clothing when going outside in the early morning and evening.

Concept Plan Presentation


Last month, our neighbors in the Town of Chevy Chase invited the surrounding community to join their residents during a virtual presentation of the concept plan for the former 4-H property on Connecticut Avenue.  On February 17, the new owners of the 4-H property, Galerie Living and Community Three, presented an initial concept plan for redevelopment of the property.  
 
Those who missed or would like to watch the presentation again, can view the video and slideshow from the presentation.  The Town is soliciting comments from its residents, and its elected council will review this feedback and consider the views of the Town’s 4-H Committee, prior to formulating a consolidated set of comments in response to the property owners.

Chevy Chase Small Area Plan


The District of Columbia’s Office of Planning is working on a Small Area Plan for the portion of Connecticut Avenue in Chevy Chase, DC.  This plan is defined as a “guiding vision for inclusive growth rooted in a people-centered planning and design approach that aligns with citywide priorities of housing production, economic recovery, and equity and racial justice”, focused “on land use, housing, urban design, and community development, supported by technical analysis, community engagement, and public outreach”.
 
The Office of Planning held a Community Open House at the Chevy Chase Library which offered an opportunity for the community to learn about the Small Area Planning process.

Tree Planting Incentive Program

Did you know that since 2012 the Village has had an ongoing Tree Planting Incentive Program to encourage planting of native deciduous trees on private property? If you have recently planted or are thinking of planting a new native tree- from Oaks to Maples to Sycamores to Beech- click here to read about the program and to access the application.
 
Eligible residents can receive a rebate from the Village of up to $175/tree for planting of native canopy trees of a minimum caliper. The complete list of eligible species is included in the material.

The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 80 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.

Patrons must wear a mask, bring their own bag and pay by credit/debit card.
