2022 Board of Managers Election Three Board seats will be up for election this spring. The current Board members whose terms are expiring in June are Robert Goodwin, Jr., Elissa Leonard, and Nancy Watters. Any Village resident may run for a seat on the Board provided he/she is a qualified voter in Montgomery County, has resided in Chevy Chase Village for at least one year prior to the election and files the required Certificate of Candidacy and Financial Disclosure Statement in proper form. Board Members serve two-year, staggered terms. If the number of qualified candidates equals the number of available seats, the candidates will be declared elected at the Annual Meeting on Monday, April 18, 2022 (the meeting begins at 7:30 p.m.). If the number of candidates exceeds the number of available seats, a contested election will be conducted with ballots mailed to all registered voters. The Village Election Supervisors oversee Village elections, including receiving nominations to serve on the Board of Managers. Residents interested in running for a seat should please contact Election Supervisors Chair Mary Sheehan by email at msheehan246@aol.com so that the Elections Supervisors can begin to plan for the election. To qualify as a candidate, an individual, including sitting Board members, must submit to the Village office a completed Certificate of Candidacy along with a Financial Disclosure Statement, at any time between February 15 and March 15. Upon receiving both completed forms, the Village Manager will submit the Financial Disclosure Statement to the Village Ethics Commission, which will review the form within 10 days of filing for compliance with the provisions of the Public Ethics Code. Please note, however, that candidates are not certified to appear on the ballot until the Certificate of Candidacy and Financial Disclosure Statement have been reviewed and determined to be filed in proper form. Forms are available online, at the Village office, or by email request to the Village Manager, Shana Davis-Cook, at shana.davis-cook@montgomerycountymd.gov. For more information regarding Board elections, please visit the dedicated page on the Village’s website. This page also contains an explanation of the Board’s duties and responsibilities. As previously reported in the January 2022 issue of the Crier and weekly blast emails, the Village Board has adopted amendments to the Village Charter to modify the Board election process following the success of last year’s by-mail election, which was necessitated by the ongoing pandemic. In approving the by-mail process, the Board approved changes to the dates pertaining to the election to allow more time for ballots to be mailed to voters and returned by Election Day. The most significant changes to the election process include: - Election Day is changed from the first Saturday to the third Saturday in May.
- The candidacy window is shortened from 60 days to 30 days, specifically from February 15 through March 15.
- Accordingly, the candidacy filing extension window of 10 days, if applicable, is extended through March 25.
- Election ballots will be mailed to all registered voters. Ballots may be returned by mail or by placing the ballots in the ballot box at the Village Hall before or on Election Day.
- A Voting Center will be open at the Village Hall (unless another location is declared by the Election Supervisors at least 30 days prior) from 10 AM to 3 PM on Election Day.
- Ballots must be received prior to 3:00 p.m. on Election Day in order to be counted.
- Absentee Ballots must be submitted in the same manner as election ballots.
More specific procedures implementing the by-mail election process will be adopted by the Election Supervisors and posted to the “Board of Managers Elections” page on the Village website.

Public Comments Welcomed on the Draft FY 2023 Budget
The Chevy Chase Village Board of Managers held a work session on March 2 to review the proposed operating and capital budgets for the fiscal year that will begin on July 1, 2022 and end on June 30, 2023, as prepared by the Village Manager and staff. The Board will invite comments on the draft budget and tax rate during a public hearing at its regular meeting on Monday, March 14. The meeting will begin at 7:30 p.m.
Copies of the budget summary and details are available on the Village website, and hard copies can be obtained at the Village office. Federal Program Providing Free At-Home COVID-19 Test Kits Expanded The federal government has expanded its program mailing free at-home rapid antigen test kits to US households. Every home in the U.S. is now eligible to order two sets of four free at-home COVID-19 tests. If you already ordered your first set, you may now order a second. The tests are completely free. Orders usually ship within 7-12 days. Order your tests now so you have them when you need them.

Rapid COVID-19 Test Kit and N95 Face Masks Available at the Village OfficeWhile Supplies Last
Montgomery County’s Departments of Health and Emergency Management have provided the Village with a supply of rapid (antigen) test kits and N95 masks for distribution to the community. Village residents may stop by the Village office Monday-Friday, from 10:00 a.m. through 4:00 p.m. to pick-up up masks and test kits. Springtime Reminder: Use of Pesticides Banned on LawnsResidents should advise their lawn care contractors that the County law banning the use of cosmetic pesticides on lawns applies in the VillageThe County Pesticide Law, Chapter 33b, has been adopted and applies on all properties in the Village. The law, which was enacted by the County in 2015, restricts the use of certain pesticides on private lawns, playgrounds, mulched recreation areas, and childcare facilities. Most synthetic pesticides to treat pests in lawns are also not allowed. Organic or minimum-risk pesticides are allowed for use on these areas. Exceptions are made for the treatment of biting and stinging insects (including treatment for mosquitoes). Click here for more information, including how to report suspected violations.

Pepco Offering Additional Cash Incentive for Recycling Old (Working) AppliancesAre you replacing your old refrigerator or freezer? Pepco is offering customers $75 for a limited time for recycling their old working refrigerators and freezers. Customers must schedule their pick-up between March 1 and March 31 and have their appliance picked up by April 14 to qualify. Customers can also recycle a dehumidifier or room A/C at the same time to receive an additional $25. Pepco’s Appliance Recycling program typically offers customers $50 for recycling their old appliances.
Pepco offers in-home no-contact pick-ups, in which contractors pick up the appliance while maintaining a safe distance of six feet from the homeowners, or outside no-contact pick-ups, in which contractors pick up an appliance from a designated garage or outbuilding.

Video of the 4-H Property Redevelopment Concept Plan PresentationLast month, our neighbors in the Town of Chevy Chase invited the surrounding community to join their residents during a virtual presentation of the concept plan for the former 4-H property on Connecticut Avenue. On February 17, the new owners of the 4-H property, Galerie Living and Community Three, presented an initial concept plan for redevelopment of the property. Those who missed or would like to watch the presentation again, can view the video and slideshow from the presentation. The Town is soliciting comments from its residents, and its elected council will review this feedback and consider the views of the Town’s 4-H Committee, prior to formulating a consolidated set of comments in response to the property owners.

Tree Planting Incentive Program
Did you know that since 2012 the Village has had an ongoing Tree Planting Incentive Program to encourage planting of native deciduous trees on private property? Mosquito Management-What People Can Do at HomeIt’s nearing that time of the year again when mosquitos are forcing you inside and you can’t enjoy your porch or deck. CDC states the mosquito borne diseases are spreading quickly around the United States. Many homeowners resort to spraying because it is a quick and obvious response. EPA and CDC do not recommend spraying due to the possible exposure to potentially dangerous pesticides and killing other beneficial insects, including bees, butterflies, caterpillars, etc. An important part of mosquito control around your home is making sure that mosquitos don’t have a place to lay their eggs. It is important to monitor standing water sources. - Get rid of standing water in rain gutters, buckets, plastic covers, or other containers where mosquitos can breed.
- Empty and change water in bird baths, fountains and wading pools.
- Drain temporary pools of water.
- Keep swimming pool water treated and circulating.
Since mosquitos bite indoors, CDC recommends the use of structural barriers such as window and door screens. Cover all gaps in walls, doors, and cover all baby carriers with netting. Learn More About Potential Changes Along Connecticut Avenue in DCChevy Chase Small Area PlanThe District of Columbia’s Office of Planning is working on a Small Area Plan for the portion of Connecticut Avenue in Chevy Chase, DC. This plan is defined as a “guiding vision for inclusive growth rooted in a people-centered planning and design approach that aligns with citywide priorities of housing production, economic recovery, and equity and racial justice”, focused “on land use, housing, urban design, and community development, supported by technical analysis, community engagement, and public outreach”. Alert Your Landscapers Now: Gas-Powered Leaf Blowers are Banned in the VillageA ban on the use of gas-powered leaf blowers went into effect January 1, 2022. Residents and landscapers are reminded that ALL blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance. Marylanders Can Receive a Digital Version of their COVID-19 and Other Vaccination Records Marylanders who were vaccinated in the state can now receive a digital copy of their vaccination record on the website ImmuNet. This website makes it easier for those who have misplaced their COVID-19 vaccine records.
The website is free and secure to use and is used by healthcare providers in the state to maintain the vaccination records of Marylanders of all ages. Records for people who received their vaccination outside of the state are not included on the website.
To receive your vaccination records on the website, you’ll have to register and follow the directions to confirm your identity and then link your official vaccine records with your account. If your vaccination records appear incorrect, you should contact your healthcare provider.
The CDC does not currently have a database with COVID-19 vaccination records.

Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 80 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.
