The work session will be open to the public, although public comment will not be permitted until the public hearings on the budget during the Board’s regular meetings in March and April. Additional work sessions may be scheduled as deemed necessary by the Board.

Montgomery County Lifts Indoor Mask RequirementMask Requirement Also Lifted for Access to the Village Hall This week, Montgomery County’s indoor mask mandate ended. With this action, visitors to the Village Hall are no longer required to wear a face mask or covering; however, unvaccinated individuals and those with compromised immune systems are encouraged to wear a mask/face covering while in the building.

Rapid COVID-19 Test Kit and N95 Face Masks Available at the Village OfficeWhile Supplies Last
Montgomery County’s Departments of Health and Emergency Management have provided the Village with a supply of rapid (antigen) test kits and N95 masks for distribution to the community. Village residents may stop by the Village office Monday-Friday, from 10:00 a.m. through 4:00 p.m. to pick-up up masks and test kits. 2022 Board of Managers Election Three Board seats will be up for election this spring. The current Board members whose terms are expiring in June are Robert Goodwin, Jr., Elissa Leonard, and Nancy Watters. Any Village resident may run for a seat on the Board provided he/she is a qualified voter in Montgomery County, has resided in Chevy Chase Village for at least one year prior to the election and files the required Certificate of Candidacy and Financial Disclosure Statement in proper form. Board Members serve two-year, staggered terms. If the number of qualified candidates equals the number of available seats, the candidates will be declared elected at the Annual Meeting on Monday, April 18, 2022 (the meeting begins at 7:30 p.m.). If the number of candidates exceeds the number of available seats, a contested election will be conducted with ballots mailed to all registered voters. The Village Election Supervisors oversee Village elections, including receiving nominations to serve on the Board of Managers. Residents interested in running for a seat should please contact Election Supervisors Chair Mary Sheehan by email at msheehan246@aol.com so that the Elections Supervisors can begin to plan for the election. To qualify as a candidate, an individual, including sitting Board members, must submit to the Village office a completed Certificate of Candidacy along with a Financial Disclosure Statement, at any time between February 15 and March 15. Upon receiving both completed forms, the Village Manager will submit the Financial Disclosure Statement to the Village Ethics Commission, which will review the form within 10 days of filing for compliance with the provisions of the Public Ethics Code. Please note, however, that candidates are not certified to appear on the ballot until the Certificate of Candidacy and Financial Disclosure Statement have been reviewed and determined to be filed in proper form. Forms are available online, at the Village office, or by email request to the Village Manager, Shana Davis-Cook, at shana.davis-cook@montgomerycountymd.gov. For more information regarding Board elections, please visit the dedicated page on the Village’s website. This page also contains an explanation of the Board’s duties and responsibilities. As previously reported in the January 2022 issue of the Crier and weekly blast emails, the Village Board has adopted amendments to the Village Charter to modify the Board election process following the success of last year’s by-mail election, which was necessitated by the ongoing pandemic. In approving the by-mail process, the Board approved changes to the dates pertaining to the election to allow more time for ballots to be mailed to voters and returned by Election Day. The most significant changes to the election process include:
- Election Day is changed from the first Saturday to the third Saturday in May.
- The candidacy window is shortened from 60 days to 30 days, specifically from February 15 through March 15.
- Accordingly, the candidacy filing extension window of 10 days, if applicable, is extended through March 25.
- Election ballots will be mailed to all registered voters. Ballots may be returned by mail or by placing the ballots in the ballot box at the Village Hall before or on Election Day.
- A Voting Center will be open at the Village Hall (unless another location is declared by the Election Supervisors at least 30 days prior) from 10 AM to 3 PM on Election Day.
- Ballots must be received prior to 3:00 p.m. on Election Day in order to be counted.
- Absentee Ballots must be submitted in the same manner as election ballots.
More specific procedures implementing the by-mail election process will be adopted by the Election Supervisors and posted to the “Board of Managers Elections” page on the Village website.

Chevy Chase Village Blood Drive ResultsThe Village and the Red Cross would like to thank all the participants of last week’s very successful blood drive. The event yielded a total of 30 pints donated, potentially saving 90 lives. Many of the participants were first-time donors. If you’d like to donate blood but were not able to attend this event, you can contact the Red Cross for more information and schedule an appointment online at www.redcrossblood.org or by calling 1-800-RED-CROSS.
The next blood donation event in the Village Hall is scheduled for Tuesday, June 21, 2022 More details for how to register will be available in May.

Learn More About Potential Changes Along Connecticut Avenue in DCChevy Chase Small Area PlanThe District of Columbia’s Office of Planning is working on a Small Area Plan for the portion of Connecticut Avenue in Chevy Chase, DC. This plan is defined as a “guiding vision for inclusive growth rooted in a people-centered planning and design approach that aligns with citywide priorities of housing production, economic recovery, and equity and racial justice”, focused “on land use, housing, urban design, and community development, supported by technical analysis, community engagement, and public outreach”. The Office of Planning held a Community Open House at the Chevy Chase Library which offered an opportunity for the community to learn about the Small Area Planning process. Residents Asked to Help Identify Areas for Sidewalk Repairs The Village’s Public Works personnel is resuming sidewalk maintenance work. If you see a section of sidewalk that needs attention, please either submit a Sidewalk Maintenance work order through the Village website or email ccv@montgomerycountymd.gov and include “Sidewalk Repair” in the Subject Line. We appreciate the community assistance to identify potential trip hazards and areas for improvement.

Thieves Are Stealing Cars that are Left with Engines RunningCars that are ‘warming up’ in the morning are being targeted Modern cars are very difficult to steal unless the keys or fobs are inside them. Virtually all cars are stolen because the owners have left the keys inside, or because they’ve walked away ‘for just a minute’ while the engine is running. During the cold months of winter, drivers often start their cars to let them warm up or they leave their cars running to stop at a convenience store or gas station briefly. Wintertime is a car thief’s candy store. Recently, groups of thieves have been driving through residential neighborhoods looking for cars left running in driveways while the unsuspecting owner is inside their home sipping coffee. When the group spots a car with its engine running, one member of the group will hop out of the suspect vehicle, slip into the victim’s car, and drive away. Thieves have stolen multiple cars in some neighborhoods this way; it’s so easy. Although this hasn’t occurred in the Village yet, if we leave our cars running, it certainly will happen here eventually. You can prevent this crime of opportunity—so please do you part:
- Never leave your car running—not even for a minute. It’s not only against the law*, it is foolish. Take your key or fob, and lock the car.
- It’s way more efficient to just get in and drive—don’t wait for ‘warm-up.’ Gasoline and diesel engines warm up much more quickly if the car is being driven. A car idling in a driveway takes far longer to come up to operating temperature.
- Keep an eye out in the morning and report suspicious cars or people. If you see an unfamiliar car cruising the neighborhood with several people inside, call the Village police. We will respond and investigate.
*We realize that some cars have technology that allows them to be started remotely while simultaneously preventing the car from being stolen if the fob is not inside the car. If your car has such technology, the law allows the car to run unattended for up to 5 minutes.

Gas-Powered Leaf Blowers Now Banned in the Village The ban on the use of gas-powered leaf blowers went into effect January 1, 2022. The Village Board approved the ban (which also went into effect in the District of Columbia on January 1) in December 2019 citing the adverse environmental, human health (principally for the equipment operator) and quality of life impacts resulting from the use of gas-powered leaf blowers. These impacts were highlighted in a report from the Village Environment & Energy Committee, dated August 15, 2019, which can be viewed on the committee’s page on the Village website. Residents and landscapers are reminded that all blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance.
If a blower seems loud, it may be in violation. Residents are encouraged to report blowers that are suspected to be in violation to the Village Communications Center. A Village officer will be dispatched to confirm whether the blower(s) are being operated in compliance with Village and county regulations. First time confirmed violators will receive a warning and guidance for operating legally.
Residents are responsible for discussing these restrictions with your yard maintenance crews.

Updated: 12/10/2021 COVID-19 Vaccine InformationBooster Eligibility Expanded to 16 Years and Up (Pfizer only for 16- and 17-year-olds) COVID-19 vaccinations for individuals age 5 and up remain available across the state and county. Clinics are also providing third/booster doses for eligible individuals. UPDATE AS OF 12/9/2021: The Maryland Department of Health has issued a new bulletin (eff. 12/9/2021) directing all providers to administer upon request a booster dose of any FDA approved or authorized COVID-19 vaccine to individuals 18 years and older who completed a primary series of Pfizer-BioNTech or Moderna COVID-19 vaccine at least six months ago AND to administer upon request a booster dose of the Pfizer-BioNTech COVID-19 vaccine to individuals 16 and 17 years old who completed a primary series of Pfizer-BioNTech. Individuals who received a primary series of the Janssen/Johnson & Johnson (J&J) COVID-19 vaccine at least two months ago continue to be eligible for a booster dose. State health officials continue to strongly recommend that the following individuals get a booster shot as soon as possible:
Individuals age 65 years and older Individuals who live in long-term care settings, those who have underlying medical conditions, and those who work or live in high-risk settings or in communities with high transmission rates
The bulletin further emphasizes to providers that they may not turn away any individual requesting a booster dose. Marylanders Can Receive a Digital Version of their COVID-19 and Other Vaccination Records Marylanders who were vaccinated in the state can now receive a digital copy of their vaccination record on the website ImmuNet. This website makes it easier for those who have misplaced their COVID-19 vaccine records.
The website is free and secure to use and is used by healthcare providers in the state to maintain the vaccination records of Marylanders of all ages. Records for people who received their vaccination outside of the state are not included on the website.
To receive your vaccination records on the website, you’ll have to register and follow the directions to confirm your identity and then link your official vaccine records with your account. If your vaccination records appear incorrect, you should contact your healthcare provider.
The CDC does not currently have a database with COVID-19 vaccination records.

Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, over 80 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.
