2022 Board of Managers Election 

Three Board seats will be up for election this spring.  The current Board members whose terms are expiring in June are Robert Goodwin, Jr., Elissa Leonard, and Nancy Watters.
 
Any Village resident may run for a seat on the Board provided he/she is a qualified voter in Montgomery County, has resided in Chevy Chase Village for at least one year prior to the election and files the required Certificate of Candidacy and Financial Disclosure Statement in proper form.  Board Members serve two-year, staggered terms.  If the number of qualified candidates equals the number of available seats, the candidates will be declared elected at the Annual Meeting on Monday, April 18, 2022 (the meeting begins at 7:30 p.m.).  If the number of candidates exceeds the number of available seats, a contested election will be conducted with ballots mailed to all registered voters.
 
The Village Election Supervisors oversee Village elections, including receiving nominations to serve on the Board of Managers.  Residents interested in running for a seat should please contact Election Supervisors Chair Mary Sheehan by email at msheehan246@aol.com so that the Elections Supervisors can begin to plan for the election.
 
To qualify as a candidate, an individual, including sitting Board members, must submit to the Village office a completed Certificate of Candidacy along with a Financial Disclosure Statement, at any time between February 15 and March 15. Upon receiving both completed forms, the Village Manager will submit the Financial Disclosure Statement to the Village Ethics Commission, which will review the form within 10 days of filing for compliance with the provisions of the Public Ethics Code.  Please note, however, that candidates are not certified to appear on the ballot until the Certificate of Candidacy and Financial Disclosure Statement have been reviewed and determined to be filed in proper form.

As previously reported in the January 2022 issue of the Crier and weekly blast emails, the Village Board has adopted amendments to the Village Charter to modify the Board election process following the success of last year’s by-mail election, which was necessitated by the ongoing pandemic.  In approving the by-mail process, the Board approved changes to the dates pertaining to the election to allow more time for ballots to be mailed to voters and returned by Election Day.  The most significant changes to the election process include:

• Election Day is changed from the first Saturday to the third Saturday in May.
• The candidacy window is shortened from 60 days to 30 days, specifically from February 15 through March 15. 
• Accordingly, the candidacy filing extension window of 10 days, if applicable, is extended through March 25.
• Election ballots will be mailed to all registered voters.  Ballots may be returned by mail or by placing the ballots in the ballot box at the Village Hall before or on Election Day.
• A Voting Center will be open at the Village Hall (unless another location is declared by the Election Supervisors at least 30 days prior) from 10 AM to 3 PM on Election Day.
• Ballots must be received prior to 3:00 p.m. on Election Day in order to be counted.
• Absentee Ballots must be submitted in the same manner as election ballots. 

More specific procedures implementing the by-mail election process will be adopted by the Election Supervisors and posted to the “Board of Managers Elections”  page on the Village website.
