Village Hall Slated to Reopen July 5 After more than 15 months, we are excited to announce the reopening of the Village Hall to the public on Monday, July 5. Why not earlier, you may ask… We are equally excited that the wood floors throughout the Hall will be refinished during the month of June. The floors in the public spaces as well as the offices will be refinished, and furniture and workspaces will be temporarily relocated to the public spaces during the office portion of the work, rendering the Hall inaccessible during the month of June.
The CDC continues to update their guidance as more people become vaccinated against COVID-19 and the spread of the virus is reduced nation-wide. The Village has been reviewing the updated guidance from the CDC as well as the latest information from the state and county health departments. Changes are being made to our guidelines to reflect the updated guidance.
Masks and Face Coverings Per current county guidance, masks and face coverings will be required to enter the Village Hall. While most Village employees have been fully vaccinated, unvaccinated employees will also be required to wear masks inside the building and when interacting with others.

The Administrative office and Public Works Department will be closed on Monday, May 31 in observance of Memorial Day. The Communications Center and Police Department remain staffed 24 hours a day, seven days a week.

Oath of Office Ceremony to be Conducted on the Porch at the Village Hall The four newly elected members of the Board—Gary Crockett, Louis Morsberger, Linda Willard and David Winstead—will be sworn in on Monday, June 14 at 2:00 p.m. The Oath of Office ceremony will be conducted on the porch of the Village Hall by Montgomery County Clerk of the Court, Ms. Karen Bushell.
Elected members of the Board of Managers are normally sworn in during the Board’s regular meeting in June; however, the Board’s June meeting will be conducted virtually and the Oath of Office must be conducted in person. To accommodate this requirement, we have arranged for the Oath of Office to be administered in a manner that will allow interested members of the public to attend and watch, while doing so in a safe and responsible manner.
Residents are welcome to attend the ceremony (unvaccinated individuals must remain masked); however, it will be recorded and subsequently posted to the Village website.

Residents Urged to Stop Recycling Contamination The Village recycling contractor reports an increase in contaminated recycling toters- residents are increasingly placing non-recyclable materials and trash in the recycling toters. A particular problem is plastic bags placed in the recycling toters- these bags are not recyclable (they damage the recycling equipment). Never place plastic bags in the recycling toter. Many residents are also placing trash in the recycling toters. Contamination such as plastic bags, toys, gardening tools and other non-recyclable items renders the entire toter as “trash” for the purposes of collection. Our contractor’s crews will not separate out these errors.

Latest Information re: Thrive Montgomery 2050 The County Council has scheduled two Public Hearings in June regarding Thrive Montgomery 2050, the draft re-write of the county’s General Plan. The hearings are scheduled for Thursday, June 17 and Tuesday, June 29. Both hearings will begin at 7:00 p.m. The speaker list is full for both hearings and the council has not indicated an intention to schedule additional dates. Interested county residents can watch the hearings and submit written testimony to the council for its consideration by emailing: County.Council@montgomerycountymd.gov. Written testimony should be submitted prior to June 29. Our neighboring municipality, the Town of Chevy Chase, has been leading the charge in reviewing and responding to the draft plan. They have formed a coalition of concerned communities, from across the county. The Village is a member of the coalition and has participated in several joint letters to the Planning Board and county council expressing concerns with the content of the draft plan and the process for its review and implementation. Community meeting scheduled for June 2 on Attainable Housing Strategies initiative The Montgomery County Planning Department will host a virtual community meeting as part of the Attainable Housing Strategies initiative on Wednesday, June 2 at 7 p.m. The meeting will include a presentation of the preliminary recommendations on ideas and potential policies to help solve the county’s housing crisis, as well as an opportunity for attendees to ask questions. RSVPs are required for the community meeting. RSVP for the June 2 Attainable Housing Strategies community meeting. Initial Attainable Housing Strategies initiative recommendations include:
- Allowing by right house-scale duplexes and triplexes in certain zones everywhere and quadplexes closer to transit if they conform to a pattern book. The pattern book will give guidance on massing, scale and design to ensure these housing types blend in among single family homes.
- Creating a new optional method of development to encourage consolidation and development of duplexes, cottage courts, townhouses, and small multiplexes and apartments near transit, along our growth corridors, and near the county’s centers of activity.
- Supporting more corridor-focused master plans to evaluate options to enable development of larger/higher density townhouses, stacked flats, and apartments along select growth corridors.

Review the short Attainable Housing Strategies initiative explainer in English and in Spanish. After the June 2 community meeting, staff will work to refine these preliminary recommendations before presenting the recommendations to the Montgomery County Planning Board on June 24. The public will have the opportunity to provide comments to the Board at this time on this initiative. About Attainable Housing Strategies The Attainable Housing Strategies effort was launched at the direction of the Montgomery County Council on March 4, 2021 to “consider zoning reforms that would allow greater opportunities for Missing Middle housing in Montgomery County.” Since that time, Montgomery Planning staff has been reviewing zoning and planning policies and conducting community outreach to come up with a comprehensive strategy for providing options for residents to find homes at the right sizes, locations and price points for their needs in Montgomery County. Attainable housing offers more diverse types of housing beyond single family homes and large apartment buildings. This effort includes Missing Middle Housing, which refers to a range of building types that are compatible in scale, form and construction with single-family homes, but offer multiple housing units. Attainability in housing is the ability of households of various incomes and sizes to obtain housing that is suitable for their needs and affordable to them. As noted in Montgomery Planning’s recent Montgomery County Housing Needs Assessment, county residents have a wide range of housing needs related to size, transit access, and price, yet almost half of the homes in Montgomery County are single-family houses. The Attainable Housing Strategies initiative aims to identify viable housing options for existing and new residents at the right size, location, and price point for their needs. This is critical as Montgomery County will need to increase its housing supply to meet the demand of an estimated 200,000 more residents by 2045. Strategies to implement Missing Middle housing are a major part of this effort, as are opportunities for new housing around transit stations, within transit corridors, and near activity centers across the county. The Attainable Housing Strategies effort, as part of Montgomery Planning’s Equity Agenda for Planning initiative, also helps to create more equitable, mixed-income communities. To inform development of recommendations, Montgomery Planning is providing the community with multiple opportunities to provide feedback. Videos and presentations from previous community meetings and Housing Equity Advisory Team (HEAT) stakeholder meetings are available on the Attainable Housing Strategies Initiative website. In addition to the June 2 community meeting, Montgomery Planning is providing office hours on June 3, “Housing Day” on June 14 and the #MyMoCoHome stories social media campaign. Thrive Montgomery 2050 and Attainable Housing Strategies In April 2021, the Planning Board approved and transmitted to the County Council its draft of Thrive Montgomery 2050,the update to Montgomery County’s General Plan. The General Plan is the county’s long-range policy framework for guiding future land use and growth for the next 30 years. The County Council is holding a public hearing on the Thrive Montgomery 2050 Planning Board Draft Plan on June 17 and 29. In many ways, Attainable Housing Strategies represents the first opportunity to implement elements of Thrive Montgomery 2050. The Planning Board draft of Thrive Montgomery 2050 recommends policies and actions to support the production of more housing, including a wide range of housing types and sizes to meet diverse needs. These policies and actions include: - Expand opportunities to increase residential density, especially along major corridors and in locations where additional housing can assist in the development of Complete Communities.
- Facilitate the development of a variety of housing types in every part of the county but especially in areas near transit, employment, and educational opportunities. Support creative housing options that promote racial and economic diversity in every neighborhood.
Next Steps on Attainable Housing Strategies - June 2, 2021 – The third and final virtual Attainable Housing Strategies community meeting will take place at 7 p.m. RSVP to attend.
- June 3, 2021 – Montgomery Planning staff will hold virtual office hours where community members can sign up for a time slot to ask staff questions on the Attainable Housing Strategies initiative. RSVP to attend.
- June 14, 2021 – Montgomery Planning will host “Housing Day” through a Twitter townhall with Housing Planner Lisa Govoni taking over @montgomeryplans. Join the conversation and give your comments on the county’s housing needs and opportunities.
- June 24, 2021 – The Montgomery Planning Board will hold a virtual worksession, with comments from the public, on the Attainable Housing Strategies initiative. Sign up to testify 10 days before the meeting.
- July 2021 – The Planning Board will potentially hold additional worksessions and transmit the recommendations to the Montgomery County Council.
About the Equity Agenda for Planning Montgomery Planning recognizes and acknowledges the role that our plans and policies have played in creating and perpetuating racial inequity in Montgomery County. We are committed to transforming the way we work as we seek to address, mitigate, and eliminate inequities from the past and develop planning solutions to create equitable communities in the future. While it will take time to fully develop a new methodology for equity in the planning process, we cannot delay applying an equity lens to our work. Efforts on the Equity Agenda for Planning to date include: - Developing an Equity Agenda for Planning. The Planning Board approved Equity in Master Planning Framework, and staff is working on action items.
- Equity Focus Area Analysis. Montgomery Planning identified and analyzed the Equity Focus Areas of the county and developed a mapping tool that will guide planning efforts to foster more equitable outcomes for communities in Montgomery County.
- Prioritizing equity in Thrive Montgomery 2050. Community Equity is one of the three priority areas of our county General Plan update, Thrive Montgomery 2050.
- Focusing on equity in upcoming plans. Equity is a central focus of the Silver Spring Downtown and Adjacent Communities Plan, the first master plan to launch since Montgomery County’s Racial Equity & Social Justice Act passed. All upcoming plans and studies will have an equity focus.
- Viewing management and operations through an equity lens. Our efforts are not limited to the master planning process. Management and operational functions like communications and human resources are developing approaches, tools, plans, and training to ensure that we look at everything through an equity lens.

Reminder to Work with Landscapers to Operate Blowers Legally; Ban on Gas-Powered Leaf Blowers goes into effect January 1, 2022
A ban on the use of gas-powered leaf blowers will go into effect on January 1, 2022. The Village Board approved the ban in December 2019 citing the adverse environmental, human health (principally for the equipment operator) and quality of life impacts resulting from the use of gas-powered leaf blowers. These impacts were highlighted in a report from the Village Environment & Energy Committee, dated August 15, 2019, which can be viewed on the committee’s page on the Village website.
Village staff have created and begun circulating a handout to communicate the effective date of this ban to yard maintenance contractors who work in the Village. If you would like your landscaper/yard maintenance contractor to receive this handout, please email your contractor’s information to ccvpermitting@montgomerycountymd.gov.
In the interim, residents and landscapers are reminded that all blowers operated within the Village remain subject to Montgomery County’s Noise Ordinance. The county’s Noise Ordinance states that “a person must not...use a leaf blower at any time that has an average sound level exceeding 70 dBA at a distance of 50 feet.” Additionally, the simultaneous use of multiple leaf blowers that are compliant with the 70 bDA limit can create noise of a sufficient level to qualify as a violation and/or noise disturbance.
If a blower seems loud, it may be in violation. Residents are encouraged to report blowers that are suspected to be in violation to the Village Communications Center to allow staff to follow-up with the contractor and property owner. First time confirmed violators will receive a warning and guidance for operating legally.
Residents are responsible for discussing these restrictions with your yard maintenance crews before they begin working this spring.

Income Tax Return Reminder (MD Form 502) Revenues received through our residents’ paid income taxes remain the most significant source of Village revenues. We need our residents’ help to ensure that all income tax revenue due to the Village actually gets here. This money goes directly to services benefiting Village residents.
Village residents DO NOT pay any additional income taxes to live in Chevy Chase Village. By law, as a municipality, the Village receives a portion of the tax you pay to Montgomery County. It is very important, however, that the State of Maryland knows to return this revenue to the Village. Consequently, please take special care to mark your tax return as shown below (if filing electronically, there is a character limit, therefore, you may have to use the abbreviation “Ch Ch Village”).
Please be aware that MD Form 502 features a separate political subdivision section located under your mailing address. When you complete your Maryland income tax return, remember to put Chevy Chase Village under “Maryland Political Subdivision” and include 1613 the “4 digit Political Subdivision Code” to ensure the Village receives our share of the state income tax (see below).

Little Lending Library Needs Children’s Books We are so pleased to have the Little Lending Library at the Village Hall. The concept behind this library is a book-sharing honor system in which neighbors take and leave books of interest for one another. Unfortunately, the large supply of children’s books that once graced our library has been depleted. If you have taken children’s book from the library, we remind you to return them once your little readers have finished enjoying them, or leave others in their place. We want all children in the community to be able to walk or bike up to the Hall to check out a new book to enjoy, but our lending library will only work if we all agree to take AND leave a book for the next family to enjoy.
We are always looking for donations, so please feel free to donate a book or two today!

Chevy Chase At Home is a group of neighbors helping neighbors. Volunteers bring needed support to members with a smile. Even, or especially, during this time of the Covid 19 pandemic, the value of an engaged peer community cannot be overstated. CC@H offers a rich program of affinity groups, continuing education, socialization, and exercise – all currently via Zoom, which actually makes it easier for many to participate. Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. Currently, 75 Village households are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection is $16 per month for the standard size bin--a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins is $20/month.
