The Board of Managers will hold its regular monthly meeting on Monday, March 8, 2021 at 7:30 p.m. This meeting will be conducted remotely, and there will be no in-person meeting attendance.
Public Participation: Participants who join via audio or video conference
will be muted except for members of the Board, Legal Counsel and staff. Participants will be unmuted during periods of the meeting when public testimony is permitted.

Public Comments Welcomed on the Draft FY 2022 Budget
The Chevy Chase Village Board of Managers held a work session on February 22 to review the proposed operating and capital budgets for the fiscal year that will begin on July 1, 2021 and end on June 30, 2022, as prepared by the Village Manager and staff. The Board will invite comments on the draft budget and tax rate during a public hearing at its regular meeting on Monday, March 8. The meeting will begin at 7:30 p.m. (see above log-in information).
Copies of the budget summary and details are available on the Village website, and hard copies can be obtained at the Village office. Residents may submit written comments (c/o the Village office by email to ccv@montgomerycountymd.gov) in advance of the March 8 hearing.

A report from Board Treasurer Mr. Gary Crockett along with a summary of the proposed budget will be included in the April issue of the Crier. The Board’s second Public Hearing on the budget will be held during its Monday, April 12 meeting. The FY2022 budget and tax rates will be adopted during the Village’s Annual Meeting on Monday, April 19.

One year ago today, the first cases of COVID-19 were confirmed in the State of Maryland. Maryland Governor Larry Hogan has issued a proclamation recognizing Friday, March 5 as COVID-19 Day of Remembrance to honor the Marylanders who have lost their lives due to COVID-19 over the past year. At the governor’s direction, the Maryland flag is lowered to half-staff to mark the occasion.
A twilight ceremony will be held at the State House this evening beginning at 6:15, and in coordination with local leaders, buildings across the state will be lit up amber. Members of the public are encouraged to join the ceremony virtually via livestream on Facebook or YouTube. See the official press release for more information.

UPDATE: MCPS Reexamines Boundary Study to Explore the Reassignment of Students from Somerset Elementary School to Westbrook Elementary SchoolTwo New Options Proposed;Second Survey Round Launched, Deadline March 14 MCPS is now considering nine options for the reassignment of students to address current capacity pressure at Somerset and Bethesda Elementary Schools by transferring some of the school’s feeder zones to Westbrook elementary. Option 1 and 6 would reassign portions of Chevy Chase Village to Westbrook Elementary. This includes homes west of Cedar Parkway.
Residents—regardless of whether you currently have a student in MCPS—are encouraged to respond to the MCPS Round 2 survey regarding the proposed nine options. The deadline to respond to the survey is Sunday, March 14 at 11:59 p.m.

Income Tax Return Reminder (MD Form 502)
Revenues received through our residents’ paid income taxes remain the most significant source of Village revenues. We need our residents’ help to ensure that all income tax revenue due to the Village actually gets here. This money goes directly to services benefiting Village residents.
Village residents DO NOT pay any additional income taxes to live in Chevy Chase Village. By law, as a municipality, the Village receives a portion of the tax you pay to Montgomery County. It is very important, however, that the State of Maryland knows to return this revenue to the Village. Consequently, please take special care to mark your tax return as shown below (if filing electronically, there is a character limit, therefore, you may have to use the abbreviation “Ch Ch Village”).
Please be aware that MD Form 502 features a separate political subdivision section located under your mailing address. When you complete your Maryland income tax return, remember to put Chevy Chase Village under “Maryland Political Subdivision” and include 1613 the “4 digit Political Subdivision Code” to ensure the Village receives our share of the state income tax (see below).

Little Lending Library Needs Children’s Books
We are so pleased to have the Little Lending Library at the Village Hall. The concept behind this library is a book-sharing honor system in which neighbors take and leave books of interest for one another.
Unfortunately, the large supply of children’s books that once graced our library has been depleted. If you have taken children’s book from the library, we remind you to return them once your little readers have finished enjoying them, or leave others in their place. We want all children in the community to be able to walk or bike up to the Hall to check out a new book to enjoy, but our lending library will only work if we all agree to take AND leave a book for the next family to enjoy.
We are always looking for donations, so please feel free to donate a book or two today!

VIDEO: Attempted Home Burglary in the
5400 Block of Grove StreetSuspect appears to be the same man responsible
for a burglary on February 15On Saturday, February 27, 2021 at 8:36 p.m., a man walked onto the front porch of a home in the 5400 block of Grove Street. A security light popped on which appeared to startle the man and he turned away momentarily. A few seconds later, the man quietly opened the storm door and appeared to try to enter the home, but the main door was locked. The man then walked around the side of the home before leaving the area. The suspect did not enter the home.
The homeowner discovered the prowler when he reviewed the recordings from his security system, and he notified Village Police right away. View the video of the Grove Street suspect at the below YouTube link:
The man captured in the video on Grove Street appears to be the same man who broke into a home on February 15 in the 5500 block of Montgomery Street. View the video of the Montgomery Street suspect at the below link (the man first appears at 19 seconds into the video):

The suspect is described as a middle-aged Black male with eyeglasses and a dark blue or black winter jacket with a hood, carrying a black backpack. Village Police are working with Montgomery County Police and Metropolitan Police detectives to identify the man.
Village residents are asked to contact the Village Police Department if they see someone who resembles the suspect. Village officers will respond and investigate.
Residents are reminded to activate their burglar alarms, install security cameras, keep their homes locked and request a house check whenever they plan to leave their home for more than 24 hours. |

2021 Board of Managers Election
Four Board seats will be up for election this spring. The current Board members whose terms are expiring in June are Gary Crockett, Richard Ruda, Linda Willard, and David Winstead. Mr. Ruda has decided not to run for reelection.
Any Village resident may run for a seat on the Board provided he/she is a qualified voter in Montgomery County, has resided in Chevy Chase Village for at least one year prior to the election and files the required Certificate of Candidacy and Financial Disclosure Statement in proper form. Board members serve two-year, staggered terms. If the number of qualified candidates equals the number of available seats, the candidates will be declared elected at the Annual Meeting on Monday, April 19, 2021 (the meeting begins at 7:30 p.m.). If the number of candidates exceeds the number of available seats, a contested election will be held on Saturday, May 1, 2021.
The Village Election Supervisors oversee Village elections, including receiving nominations to serve on the Board of Managers. Residents interested in running for a seat should please contact Election Supervisors Chair Mary Sheehan by email at msheehan246@aol.com so that the Elections Supervisors can begin to plan for the election.
To qualify as a candidate, an individual, including sitting Board members, must submit to the Village office a completed Certificate of Candidacy along with a Financial Disclosure Statement, at any time after February 1 (90 days prior to Election Day), but no later than April 1 (30 days prior to Election Day). Upon receiving both completed forms, the Village Manager will submit the Financial Disclosure Statement to the Village Ethics Commission, which will review the form within 10 days of filing for compliance with the provisions of the Public Ethics Code. Please note, however, that candidates are not certified to appear on the ballot until the Certificate of Candidacy and Financial Disclosure Statement have been reviewed and determined to be filed in proper form.

Chevy Chase At Home is a group of neighbors helping neighbors. Volunteers bring needed support to members with a smile. Even, or especially, during this time of the Covid 19 pandemic, the value of an engaged peer community cannot be overstated.
CC@H offers a rich program of affinity groups, continuing education, socialization, and exercise – all currently via Zoom, which actually makes it easier for many to participate.

New Rates for Compost Collection
Join The Compost Crew Today!
The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. We recently hit a milestone of 75 households who are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection will now be $16 per month for the standard size bin- a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins has dropped to $20/month.
Pricing for existing customers will also reflect the new rates. Compost Crew will be in touch with residents who are already composting to share details of the new rates.
