Public Comments Welcomed on the Draft FY 2022 Budget The Chevy Chase Village Board of Managers held a work session on February 22 to review the proposed operating and capital budgets for the fiscal year that will begin on July 1, 2021 and end on June 30, 2022, as prepared by the Village Manager and staff. The Board will invite comments on the draft budget and tax rate during a public hearing at its regular meeting on Monday, March 8. The meeting will begin at 7:30 p.m. Copies of the budget summary and details are available on the Village website, and hard copies can be obtained at the Village office. Residents may submit written comments (c/o the Village office by email to ccv@montgomerycountymd.gov) in advance of the March 8 hearing. A report from Board Treasurer Mr. Gary Crockett along with a summary of the proposed budget will be included in the April issue of the Crier. The Board’s second Public Hearing on the budget will be held during its Monday, April 12 meeting. The FY2022 budget and tax rates will be adopted during the Village’s Annual Meeting on Monday, April 19.

Montgomery Planning Will Hold Virtual Historic Preservation Tax Credit Open House on March 4 Montgomery Planning will hold the Historic Preservation Tax Credit Open House online on Thursday, March 4 from 7 to 8:30 p.m. The meeting will be hosted via Microsoft Teams Live and details on how to join will be made available prior to the start of the meeting. RSVPs are required to attend. At this event, Planning staff will provide an overview of the county’s tax credit program for improving historic properties. Planning staff will also provide an update regarding upcoming historic preservation policy changes. A brief question-and-answer session will follow the presentations. Owners must file an application, including documentation of the repairs that were done, with the historic preservation staff of the Planning Department by 5 p.m. on Wednesday, April 1, 2021. The Montgomery County Historic Preservation Commission will then evaluate the applications to determine whether the scope of the work meets the eligibility requirements for the program. The work must have been completed no later than December 31, 2020.

Racial Justice Workshop Recording& Resources Available The Town of Chevy Chase Council thanks everyone who attended Sunday's "Is Everyone Really Equal?" racial justice workshop. The Town of Chevy Chase’s Racial Justice Special Committee requests that each participant or viewer fill out a feedback survey by Friday, March 5 as results will help inform future events and initiatives. Lastly, the Racial Justice Special Committee has compiled a list of helpful resources for those who want to continue their anti-racism journey.

Daytime Burglary in 5500 Block of Montgomery StreetSuspect’s image captured on homeowner’s security camera On Friday, February 19, 2021, a resident of the 5500 block of Montgomery Street returned home after being away for several days. Shortly after entering her home, the resident discovered a severely damaged interior door that led from the basement into the first floor of the home. The resident called the Village Police immediately and was instructed to leave the home and wait outside for the officers.
Officers Davor Hrnjak and Iraj Almas arrived and began by searching the perimeter and then the interior of the home. Once the officers determined that the suspect(s) were gone, they began their investigation. The resident’s husband accessed the recordings from their home security cameras, and it showed that the break-in occurred on Monday, February 15 at about 4:00 p.m.
Investigation revealed that the lone suspect entered by breaking through a basement-level French door, then broke through the locked interior door at the top of the basement stairs to gain access to the first floor of the home. The house was not ransacked, and the resident did not believe anything was stolen.
The video of the suspect shows that he is a Black male who appears to be middle-aged, wearing glasses and a dark blue or black winter jacket with a hood, carrying a black backpack. Further investigation revealed that the suspect entered Montgomery Street from the Buffer Zone prior to entering the victim’s home, and the man left the area by walking into the Saks lot via the Buffer Zone.
Village residents are asked to contact the Village Police Department if they see a man fitting the description or matching the photos below.
Residents are reminded to activate their burglar alarms, install security cameras, keep their homes locked and request a house check whenever they plan to leave their home for more than 24 hours.

Little Lending Library Needs Children’s Books We are so pleased to have the Little Lending Libraries at the Village Hall. The concept behind these libraries is a book-sharing honor system in which neighbors take and leave books of interest for one another. Unfortunately, the large supply of children’s books that once graced our libraries have been depleted. If you have taken a children’s book from the libraries, we remind you to return them once your little readers have finished enjoying them or leave others in their place. We want all children in the community to be able to walk or bike up to the Hall to check out a new book to enjoy, but our lending libraries will only work if we all agree to take AND leave a book for the next family to enjoy. We are always looking for donations, so please feel free to donate a book or two today!

2021 Board of Managers Election Four Board seats will be up for election this spring. The current Board members whose terms are expiring in June are Gary Crockett, Richard Ruda, Linda Willard, and David Winstead. Any Village resident may run for a seat on the Board provided he/she is a qualified voter in Montgomery County, has resided in Chevy Chase Village for at least one year prior to the election and files the required Certificate of Candidacy and Financial Disclosure Statement in proper form. Board members serve two-year, staggered terms. If the number of qualified candidates equals the number of available seats, the candidates will be declared elected at the Annual Meeting on Monday, April 19, 2021 (the meeting begins at 7:30 p.m.). If the number of candidates exceeds the number of available seats, a contested election will be held on Saturday, May 1, 2021. The Village Election Supervisors oversee Village elections, including receiving nominations to serve on the Board of Managers. Residents interested in running for a seat should please contact Election Supervisors Chair Mary Sheehan by email at msheehan246@aol.com so that the Elections Supervisors can begin to plan for the election. To qualify as a candidate, an individual, including sitting Board members, must submit to the Village office a completed Certificate of Candidacy along with a Financial Disclosure Statement, at any time after February 1 (90 days prior to Election Day), but no later than April 1 (30 days prior to Election Day). Upon receiving both completed forms, the Village Manager will submit the Financial Disclosure Statement to the Village Ethics Commission, which will review the form within 10 days of filing for compliance with the provisions of the Public Ethics Code. Please note, however, that candidates are not certified to appear on the ballot until the Certificate of Candidacy and Financial Disclosure Statement have been reviewed and determined to be filed in proper form. Forms are available online, at the Village office or by email request to the Village Manager, Shana Davis-Cook, at shana.davis-cook@montgomerycountymd.gov. Chevy Chase At Home is a group of neighbors helping neighbors. Volunteers bring needed support to members with a smile. Even, or especially, during this time of the Covid 19 pandemic, the value of an engaged peer community cannot be overstated. CC@H offers a rich program of affinity groups, continuing education, socialization, and exercise – all currently via Zoom, which actually makes it easier for many to participate. New Rates for Compost Collection Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. We recently hit a milestone of 75 households who are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection will now be $16 per month for the standard size bin- a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins has dropped to $20/month.
Pricing for existing customers will also reflect the new rates. Compost Crew will be in touch with residents who are already composting to share details of the new rates.
