Winter Storm Preparations There are forecasts for an ice storm beginning Saturday afternoon (2/13) through Sunday morning (2/14). Temperatures on Sunday should melt the ice from roadways. Public Works has pretreated roads, however, there is little that can be done during ice events beyond the application of road salt. Public Works personnel will be on-call and will report as needed to treat roadways. We urge residents to avoid unnecessary travel during this event and to expect icy conditions on walkways, sidewalks, and roads overnight and early Sunday morning. Please move vehicles off of Village roadways to provide ample space for our salt spreader trucks and to allow for the full width of the roadway to be treated. If you do not have a driveway that can accommodate your vehicles, please attempt to park as close as possible to the curb adjacent to your property. We also take this opportunity to remind residents that you are responsible for clearing all ice and accumulated snow from the sidewalk in front of or abutting your property within the first forty-eight (48) hours after the cessation of falling precipitation. Residents who occupy corner lots are responsible for the sidewalk in front of and on the side of their property. It is not only the law, it’s the courteous and neighborly thing to do.
Residents abutting Connecticut Avenue and Brookville Road are not required to clear the sections of sidewalk abutting these roadways.

Presidents’ Day Holiday ClosuresTrash and Recycling Collection NOT Impacted The Village Administrative Office and Public Works Department will be closed on Monday, February 15 in observance of Presidents' Day. As a reminder, the Communications Center and Police Department are open 24-hours a day, 7 days a week.
The collection schedule for trash, recycling and Special Pick Ups will not be affected by the holiday.

Creation of ResistanceTown of Chevy Chase Invites Village Residents to Participate in anInteractive Workshop on Racial Social Justice In honor of Black History Month, the Town of Chevy Chase's Racial Justice Special Committee will be hosting an interactive workshop entitled "Is Everyone Really Equal? Creation of Resistance" on Sunday, February 21 from 3-5 pm. The committee has graciously extended an invitation to their municipal neighbors and reserved 30 spots for non-Town of Chevy Chase residents on a first-come, first-served basis. Background & Expected Learning Outcomes Race, ethnicity, and culture often play a powerful role in our daily lives; for many, however, the influence is invisible. This interactive program provides the opportunity to acquire a foundational understanding of how ongoing systems of racism, discrimination, and oppression impact and limit access and opportunities. The workshop will be facilitated by Mr. Troy Boddy, Director of Equity Initiatives for Montgomery County Public Schools, co-founder of the Student Equity Advocates and Building Our Network of Diversity (BOND) Project, and a board member of the Sandy Spring Slave Museum. The workshop will provide a foundational understanding of how systems of oppression and racism impact opportunities in our communities. In a conversation guided by Mr. Boddy, participants will learn about and reflect on the historical context of race in the United States, systems of oppression and how they operate, the degrees of racism, and how to interrupt racist systems, individually and in breakout rooms. Logistics This special program will be held on Sunday, February 21 from 3-5 pm via Zoom and is appropriate for teens as well as adults. MCPS Reexamines Boundary Study to Explore the Reassignment of Students from Somerset Elementary School to Westbrook Elementary SchoolFive Proposed Options; Online Survey Ends February 16 Last week, MCPS staff presented information regarding the current capacity concerns at Somerset and Bethesda Elementary Schools along with five options for the reassignment of students to relieve the capacity pressure by transferring some of the school’s feeder zones to Westbrook. Option 1 would reassign a portion of Chevy Chase Village to Westbrook Elementary. This includes homes west of Cedar Parkway between Oliver Street (to the north) and Western Avenue (to the south). Only homes located west of Cedar Parkway along West Lenox, Grafton, and Hesketh Streets would remain assigned to Somerset Elementary School under Option 1.
Residents—regardless of whether you currently have a student in MCPS—are encouraged to respond to the MCPS survey regarding the proposed options. Montgomery County Council Considers Re-Zoning in Communities Near Metro StationsRezoning Could Limit Municipal Zoning Authority and Allow Multi-Family Dwellings and Increased Density in the Village The County Council held a Public Hearing on February 11 to consider Zoning Text Amendment 20-07 (ZTA), which would allow owners of R-60-zoned properties located within 1-mile of a Metrorail station to build “Missing Middle” housing types, including duplexes, townhouses, and multi-family structures within the current R-60 lot coverage, building height, setbacks, minimum lot size and minimum parking requirements. Additional zoning flexibility is also proposed for R-60 zoned properties located within one-half mile of a Metrorail station, including exclusion from infill lot coverage limits and decreased minimum onsite parking requirements.

State Highway Administration Commencing Third Phase of BRAC Intersection Improvements at Connecticut Avenue and Jones Bridge Road/Kensington Parkway The State Highway Administration will commence the third phase of the Base Realignment and Closure (BRAC) intersection improvement project on MD 185 (Connecticut Ave) at Jones Bridge Road/Kensington Parkway. The project will begin in February 2021 and will continue through 2024. FY2022 Budget Work Session The Village Board of Managers will hold a virtual work session to review the Village Manager’s draft budget for the fiscal year that begins on July 1, 2021 and ends on June 30, 2022.
Monday, February 22 at 7:30 p.m. (this meeting will be held virtually)
The work session will be open to the public, although public comment will not be permitted until the public hearings on the budget in March and April. Additional work sessions may be scheduled as deemed necessary by the Board.

2021 Board of Managers Election Four Board seats will be up for election this spring. The current Board members whose terms are expiring in June are Gary Crockett, Richard Ruda, Linda Willard, and David Winstead. Any Village resident may run for a seat on the Board provided he/she is a qualified voter in Montgomery County, has resided in Chevy Chase Village for at least one year prior to the election and files the required Certificate of Candidacy and Financial Disclosure Statement in proper form. Board members serve two-year, staggered terms. If the number of qualified candidates equals the number of available seats, the candidates will be declared elected at the Annual Meeting on Monday, April 19, 2021 (the meeting begins at 7:30 p.m.). If the number of candidates exceeds the number of available seats, a contested election will be held on Saturday, May 1, 2021. The Village Election Supervisors oversee Village elections, including receiving nominations to serve on the Board of Managers. Residents interested in running for a seat should please contact Election Supervisors Chair Mary Sheehan by email at msheehan246@aol.com so that the Elections Supervisors can begin to plan for the election. To qualify as a candidate, an individual, including sitting Board members, must submit to the Village office a completed Certificate of Candidacy along with a Financial Disclosure Statement, at any time after February 1 (90 days prior to Election Day), but no later than April 1 (30 days prior to Election Day). Upon receiving both completed forms, the Village Manager will submit the Financial Disclosure Statement to the Village Ethics Commission, which will review the form within 10 days of filing for compliance with the provisions of the Public Ethics Code. Please note, however, that candidates are not certified to appear on the ballot until the Certificate of Candidacy and Financial Disclosure Statement have been reviewed and determined to be filed in proper form. Forms are available online, at the Village office or by email request to the Village Manager, Shana Davis-Cook, at shana.davis-cook@montgomerycountymd.gov. New Rates for Compost Collection Join The Compost Crew Today! The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. We recently hit a milestone of 75 households who are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection will now be $16 per month for the standard size bin- a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins has dropped to $20/month.
Pricing for existing customers will also reflect the new rates. Compost Crew will be in touch with residents who are already composting to share details of the new rates.
